(Chicago, IL, Tuesday, June 28, 2022) – Across America, at least 240 million calls are made to 911 each year – yet 75% of these calls don’t relate to an active crime in progress and often are not responded to by a properly trained professional. While reliance on 911 is constant across America, the response is highly variable.
Because of the need to update and transform America’s 54-year-old 911 system, the University of Chicago Health Lab’s Transform911 initiative developed a blueprint of seven key recommendations—shaped by more than 100 experts—to reimagine the capabilities of 911.

Dr. Rebecca Neusteter has dedicated her career to advancing the criminal justice and health care systems. She is focused on increasing equity, reducing justice system contact, disparities, and public health consequences. She works to enhance public safety, civic participation, and opportunities to support health and vitality.
She holds a PhD in Criminal Justice from John Jay College of the Graduate Center, City University of New York, an MS in Urban Policy Analysis and Management from the Milano Graduate School of the New School University, and a BA in Sociology from Chapman University.
